Jobs in Berkshire: Programme Delivery Manager – IT contract

We have an exciting opportunity for a Programme Delivery Manager to join an established organisation in Wokingham . This is  an initial 4 months contract.

This role is inside IR35. As a result,  is suited to umbrella contractors only.

Working as a Programme Deliver Manager you will responsible for leading improvement Programmes of design, innovation and culture change. This will be across Council Directorates.

A SNAPSHOT OF WHAT YOU WILL BE DOING

Firstly, you will deliver complex programmes,as well as  coordinate cross directorates. As a result, you will work closely with the Business Change Managers, together with Project Managers so to ensure successful implementation, as well as impact.
To support this, you will benaccountable for the tracking of Project and Programme related risks across the Council.  As a result, you will escalate to the Change leadership team, as well as host risk assurance sessions with senior leaders, so to understand potential issues, seek mitigations and provide successful delivery of services.
Secondly, you will own the governance framework and supporting processes, consolidating  internal expertise, thereby ensuring the business has a sustainable approach to Programme and Project Management. This will include managing the Business Change PMO based at Wokingham, as well as supporting the Project Managers.
As a result, you will be responsible to lead, motivate, mentor, as well as develop Project staff  so to meet delivery requirements and expected benefits. Above all,  to achieve a consistently high employee engagement, as well as  performance. This will include line management responsibilities, together with supporting career development.
Thirdly, you will contributing to the strategy, performance and quality control for specialist areas. This will include service and financial planning. As a result, you will assist in the development of the Service across the organisation.
Crucially, you will working collaboratively with colleagues both within and outside the organization and managing key relationships. For example, this will include members, partners, as well as other external stakeholders.
Additionally, you will manage and develop the PMO as well as its tools so to maximise performance. This will include gathering, analysing and summarizing data from Project Managers as well as escalating where needed.
Lastly, you will undertake any other duties commensurate with the general level of responsibility of the post.

IDEALLY, WE ARE LOOKING FOR THE BELOW KEY SKILLS, EXPERIENCE AND ATTRIBUTES

Relevant Programme, PMO or Project Management qualification, or skills and experience. For example: MSP / P30, or similar.
Proven ability in managing projects to achieve agreed outputs, within budget.
Educated to degree level , or be able to demonstrate equivalent aptitude.
Experience working with local government. In particular, transformational Government.
Experience of managing staff.
Excellent communicator across all audiences.
Highly developed organisational skills.
Team player.
Strong negotiator  with the ability to express views.
Experience in the preparation of  reports at a senior level.
Good inter-personal skills working with all internal and external stakeholders.
Computer literate. This will include IT Microsoft Office.
Ability to work on own initiative.
Excellent problem solver, able to evaluate complex information from a range of sources in order to form judgements and make decisions.
Calm in challenging situations.
